Donald
G. Pobanz
Mr. Pobanz has over 23 years of management and technical
experience in telecommunications and microwave technologies,
including more than 12 years of executive-level experience
in the telecommunications industry. During
his 12-year tenure as a director of telecommunications
for the U.S. Departments of Defense and State, he
directed advanced technology microwave and satellite
telecommunications processing centers in Russia, Romania,
and Switzerland, receiving special recognition for
his achievements.
Since 1996, Mr. Pobanz has held executive positions
at Operational Technologies Corporation (OpTech). As
vice president of business development, he directed
all telecommunications business development strategies,
resulting in gross revenue increases of over $100M
in fiscal year 2000 and over $150M the following year. While
serving as executive director of commercial communications,
he successfully negotiated multi-state contracts with
regional Bell operating companies. As director
of wireless communications, he directed a one-year
deployment of OpTech field installation teams to Brazil;
served as project manager for Motorola’s nationwide
coverage testing, radio training, and radio programming;
and provided field support engineering services to
Sprint PCS for microwave relocation projects in nine
states.
Prior to joining OpTech, Mr. Pobanz served as wireless
communications manager for Alexander Utility Engineering,
where he provided microwave relocation client support
for PCS licensees and microwave equipment, tower,
and path design. He also consulted on microwave/business
matters and legal issues, directing contract negotiations
and project management for the State of Arkansas,
City of Dallas, City of Dayton, Valero Corporation,
and Guadalupe Valley Electric. As an independent
telecommunications consultant, he provided microwave
telecommunications advice and documentation to U.S.
corporations establishing manufacturing facilities
on the Texas/Mexico border.
From 1978 to 1990, Mr. Pobanz was a director of telecommunications
for the U.S. government, serving in a variety of roles
in the Departments of Defense and State. As
a member of the U.S. mission to the United Nations,
he was responsible for an advanced satellite and microwave
telecommunications processing and distribution facility
in Geneva, Switzerland. While serving on
the Telecommunications Planning Staff, he was selected
to chair two planning groups charged with developing
specialized telecommunications systems. He
directed the planning, feasibility studies, site selection,
procurement, staging, installation, and contractor
coordination of the resulting projects, successfully
completing them in 8 months versus an estimated 12
months. At the U.S. Embassy in Bucharest,
Romania, he achieved a 130 percent increase in communications
traffic processing by optimizing the use of existing
staff and equipment. Due in part to this
success, Bucharest was selected as the first regional
center to be converted to a fully automated processing
center. Mr. Pobanz directed the successful
planning, installation and completion of the $2M communications
center renovation, earning recognition from the Defense
Communications Support Group as an outstanding manager.
